Use the budget cards in your hand and the building cards in your hand to construct buildings on your side of the field in order to achieve the conditions of the city plan card that is presented at the beginning. Even if you achieve the city plan you cant relax yet. Next you need to spend all the cards in your hand.

The building cards have effects which may work to your advantage or disadvantage depending on the situation. Manage your hand and card effects wisely to create a bustling city!
